Metal is more expensive at three separate points, not one. The panels themselves cost more than shingles; the installation is a different and less commoditised skill, so the labour pool is smaller and prices accordingly; and standing-seam systems use concealed fasteners and custom flashing details that take longer to execute correctly.
That last point is worth dwelling on, because it is where metal roofs go wrong. A standing-seam roof installed by a crew that mostly does shingles is a more expensive way to buy the same problems.
